Synopsis As Introduced
Amends the Illinois Vehicle Code. Provides that local authorities utilizing one or more centralized parking meter systems for the regulation of the standing or parking of vehicles must keep the pathway located within all centralized parking meter systems clear of ice and snow. Defines "centralized parking meter system", "parking meter", "parking meter zone", and "pathway".

Senate Floor Amendment No. 3
Replaces everything after the enacting clause with the provisions of the introduced bill and makes changes. Provides that if for any reason the parking meter serving a space or, in a centralized parking meter system, serving a parking meter zone is malfunctioning due to the accumulation of ice or snow and it has been reported to the local authorities as malfunctioning prior to a violation for the standing or parking of vehicles being issued, it shall be a valid affirmative defense to such violation until such time as the parking meter is brought back into service. Deletes a provision of the introduced bill providing that local authorities utilizing one or more centralized parking meter systems for the regulation of the standing or parking of vehicles must keep the pathway located within all centralized parking meter systems clear of ice and snow. Makes other changes.
