Synopsis As Introduced
Amends the Grow Your Own Teacher Education Act. Makes changes concerning the purposes and goals of the Grow Your Own Teacher Education Initiative, the definitions of certain terms, including adding a definition of "cohort", the composition of a consortium, candidate qualifications, a cohort's education (instead of training), collective consortium decision-making, supportive services, the program of forgivable loans, the award of grants under the Initiative, the inclusion of certain costs in program budgets, and funds to cover the salary of a site-based cohort coordinator.

Deletes everything after the enacting clause. Amends the School Code. Makes changes concerning school districts certified to be in financial difficulty, a district's account audit, the removal of school board members, the interest of a district's general counsel in contracts, the adoption of a complaint policy allowing a person to report violations to the school board, the adoption by a school board of a formal, written financial policy, the development by a school board of a long-term financial plan and a 5-year capital improvement plan, the inclusion of a user-friendly executive summary as part of a district's budget, the inclusion of certain items in the full budget document, school board members' professional development, and the establishment of an audit committee. Effective immediately, except that certain provisions take effect July 1, 2010.

 Housing Affordability Impact Note, House Committee Amendment No. 1 (Housing Development Authority)
 This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.

 Home Rule Note, House Committee Amendment No. 1 (Dept. of Commerce & Economic Opportunity)
 SB 226 (H-AM 1) does not pre-empt home rule authority.

 State Mandates Fiscal Note, House Committee Amendment No. 1 (State Board of Education)
 Under this legislation, school districts will be required to develop a complaint policy and procedures for dealing with such complaints, a written financial policy (which may include debt capacity, issuance and management, capital asset management, reserve or stabilization funds, periodic budget to actual cash comparison reports, fees and charges, use of one time revenue, risk management, purchasing and vehicle acquisition and maintenance), a long term financial plan, a 5-year capital needs improvement plan and a user friendly executive summary that will be submitted as a part of the school district's budget. School districts will also have to ensure that every school board member receives at least 4 hours of professional development or training annually.

 Fiscal Note, House Committee Amendment No. 1 (State Board of Education)
 Fiscal impact for a school district cannot be determined. The requirements under this legislation will differ amongst school districts depending on procedures and processes that are currently in place. Some of the requirements in the legislation will add additional duties to school district personnel that will take time to do if they are not already being done currently. School board members are required to receive at least 4 hours of professional development and training per year under the legislation. For districts whose board members do not undergo any professional development or training, the school district may incur minor costs associated with travel or other reimbursement.

 Pension Note, House Committee Amendment No. 1 (Government Forecasting & Accountability)
 SB 226 (H-AM 1) will not impact any public pension fund or retirement system in Illinois.

Provides that if a territory seeks to detach from a school district and it (1) does not have a regional board of school trustees and (2) does not have a township school trustee, then a petition for detachment must be filed with, and the hearing handled by, the members of the State Board of Education. Provides that the Board shall follow the same procedure for detachment as a regional board of school trustees or township school trustee. Effective immediately.

Deletes everything after the enacting clause. Amends the School Code. Provides that, beginning on July 1, 2014, the general administrative endorsement shall no longer be issued. Provides for a principal endorsement for principals, assistant principals, assistant or associate superintendents, and junior college deans and for related or similar positions. Removes provisions that require renewal requirements for administrators whose positions require certification to be based upon evidence of continuing professional education that promotes certain goals. Sets forth new provisions concerning principal preparation programs. No later than July 1, 2014, provides that all institutions of higher education and not-for-profit entities approved to offer principal preparation programs must meet certain requirements. Provides that individuals holding the general administrative endorsement prior to July 1, 2014 shall have their general administrative endorsements converted to a principal endorsement upon request to the State Board of Education if specified conditions are met. Makes other changes. Effective July 1, 2010.
