Synopsis As Introduced
Amends both the Quad Cities Regional Economic Development Authority Acts. Provides that the territory of the Authority shall also include JoDaviess, Carroll, Whiteside, and Stephenson Counties. Provides for the appointment of additional members to the Board of the Authority. Provides that the additional members shall be appointed by the county board chairpersons of JoDaviess, Carroll, Whiteside, and Stephenson Counties. Increases the bonding power of the Authority to $250,000,000 (now, $100,000,000).

Deletes everything after the enacting clause. Amends both the Quad Cities Regional Economic Development Authority Acts. Increases the bonding power of the Authority to $250,000,000. Repeals Sections concerning the State's moral obligation for the bonds of the Quad Cities Regional Economic Development Authority.

Deletes everything after the enacting clause. Amends the Illinois Municipal Code. Provides that the corporate authorities of any municipality may license and regulate landlords, as defined by the corporate authorities of the municipality, within that municipality. Specifies that the corporate authorities of any municipality may require that landlords include in any and all leases prohibitions of criminal activity. Effective immediately.

House Floor Amendment No. 3

735 ILCS 5/9-120

Deletes everything after the enacting clause. Amends the Illinois Municipal Code. Provides that the corporate authorities of any municipality may require that all leases shall (i) contain prohibitions of criminal activity and (ii) provide that the landlord may terminate the lease for engaging in such activity. Defines "criminal activity". Amends the Code of Civil Procedure. In a Section concerning leased premises used in furtherance of a criminal offense, provides that no predicate notice of termination or demand for possession shall be required to initiate an eviction action. Contains other provisions. Effective immediately.
