Synopsis As Introduced
Amends the Department of Public Aid Law of the Civil Administrative Code of Illinois and the State Finance Act. Creates the Hunger Relief Fund as a special fund in the State treasury. Provides that, from appropriations to the Department of Healthcare and Family Services from the Fund, the Department shall make grants to members of the Illinois Food Bank Association for the purpose of making capital improvements, purchasing food, or acquiring other assets. Amends the Illinois Income Tax Act. Creates a tax checkoff for the Hunger Relief Fund. Amends the State Finance Act to create the Fund. Effective immediately.

Provides that the Department of Human Services (instead of the Department of Healthcare and Family Services) shall make grants to members of the Illinois Food Bank Association for the purpose of making capital improvements, purchasing food, or acquiring other assets.

House Committee Amendment No. 1
Provides that grants shall be made to food banks (instead of to members of the Illinois Food Bank Association) for the purpose of purchasing food and related supplies (instead of making capital improvements, purchasing food, or acquiring other assets). Defines "food bank" as an entity that collects donations and purchases food and related supplies for distribution to the needy.

House Floor Amendment No. 2
Replaces the definition of "food bank" with the following: "food bank" means a public or charitable institution that maintains an established operation involving the provision of food or edible commodities, or the products of food or edible commodities, to food pantries, soup kitchens, hunger relief centers, or other food or feeding centers that, as an integral part of their normal activities, provide meals or food to feed needy persons on a regular basis.
