Synopsis As Introduced
Creates the Child-Safe Chemicals Act. Beginning July 1, 2010, prohibits the sale or distribution of products intended for a child under 3 years of age that are used to contain food or liquid if the product contains bisphenol A. Authorizes participation in an interstate clearinghouse. Requires certain notifications and imposes penalties. Provides for enforcement by the Attorney General. Effective immediately.

House Floor Amendment No. 1
Deletes everything after the enacting clause. Reinserts the provisions of the introduced bill with the following changes. Replaces a provision that prohibits any person from selling, offering to sell, distributing, or offering to distribute certain products that contain bisphenol A with a substantially similar provision that contains an exemption for persons who sell, offer to sell, distribute, or offer to distribute "metal cans". Defines "Agency" and "metal can". Removes the immediate effective date provision.

 State Debt Impact Note, House Floor Amendment No. 1 (Government Forecasting & Accountability)
 HB 2485 (H-AM 1) would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 HB 2485 (H-AM 1) will not impact any public pension fund or retirement system in Illinois.

 Fiscal Note, House Floor Amendment No. 1 (Illinois Environmental Protection Agency)
 HB 2485 would not have any fiscal impact on the Illinois EPA as the Agency would implement its duties under this bill with its existing resources.

 Land Conveyance Appraisal Note, House Floor Amendment No. 1 (Dept. of Transportation)
 No land conveyances are included in this bill, therefore, there are no appraisals to be filed.

 Housing Affordability Impact Note, House Floor Amendment No. 1 (Housing Development Authority)
 This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.

 State Mandates Fiscal Note, House Floor Amendment No. 1 (Dept. of Commerce & Economic Opportunity)
 HB 2485 (H-AM 1) does not create a State mandate under the State Mandates Act.

 Based on a review of this bill it has been determined that there may be an increase in judicial workloads. However, it is not possible to determine what impact the bill will have on the need to increase the number of judges needed in the State.

 HB (H-AM 1) has no fiscal impact on the Illinois Environmental Protection Agency or the Illinois Department of Public Health. However, the Attorney General's Office estimates this legislation as having an undetermined fiscal impact as associated costs would be based on the resulting case load.
