Synopsis As Introduced Amends the State Prompt Payment Act. Includes within the definition of "goods or services", prevention, intervention, or treatment services and supports for persons with developmental disabilities, mental health services, alcohol and substance abuse services, rehabilitation services, and early intervention services provided by a vendor, which includes but is not limited to a licensed community-based provider but does not include a licensed hospital, a unit of local government, or a university. Effective immediately.
House Committee Amendment No. 1 Further amends the State Prompt Payment Act. In provisions including services and supports for persons with developmental disabilities, mental health services, alcohol and substance abuse services, rehabilitation services, and early intervention services within the definition of "goods or services furnished to the State", removes the exclusion of hospitals licensed under the Hospital Licensing Act, units of local government, and universities from the definition of a "vendor".
Replaces everything after the enacting clause. Amends the State Finance Act. Provides that money in the Capital Projects Fund shall, if and when the State of Illinois incurs any bonded indebtedness using bond authorization enacted in the amendatory Act, be set aside and used for the purpose of paying and discharging annually the principal and interest on that bonded indebtedness then due and payable. Provides for specified transfers and certifications, interest rate computations, and other matters. Amends the General Obligation Bond Act. Increases and adds specified bond authorizations and provides that proceeds from the sale of specified bonds shall be deposited in the Transportation Bond Series D Fund. Amends the Build Illinois Bond Act. Increases specified bond authorizations and provides for certain transfers regarding bonds issued under the authorization in the amendatory Act. Effective July 1, 2009.
Senate Floor Amendment No. 2 In the State Finance Act, deletes language concerning certain transfers, payments, and interest rate calculations.
