Synopsis As Introduced
Amends the School Code. In a provision concerning legal custody as it relates to district residency, sets forth a definition for legal responsibility.

Senate Committee Amendment No. 1
Removes the provision defining "legal responsibility". Provides instead that Acts tending to show that a person exercises legal responsibility for the pupil include, but are not limited to, providing insurance for the pupil, paying the pupil's medical bills or other necessary expenses, assuming liability for damages caused by the pupil, and declaring the pupil as a dependent for income tax purposes.

Senate Floor Amendment No. 2
Provides that acts tending to show that a person exercises legal responsibility for the pupil include, but are not limited to, providing public or private insurance (instead of just insurance) for the pupil, paying for the pupil's necessary expenses (instead of paying the pupil's medical bills or other necessary expenses), assuming liability for damages caused by the pupil, or (instead of and) declaring the pupil as a dependent for income tax purposes.

Deletes everything after the enacting clause. Amends the School Code and the Board of Higher Education Act. Creates the Illinois P-20 Council to study and make recommendations concerning education at all levels to avoid fragmentation of policies, promote improved teaching and learning, and continue to cultivate and demonstrate strong accountability and efficiency. Includes provisions concerning membership, funding, staffing, duties, and working groups. Abolishes the Joint Education Committee on the effective date of the amendatory Act; makes related changes. Makes changes concerning the Illinois Teaching Excellence Program. Provides that the State Superintendent of Education shall direct the State Comptroller to pay a specified amount sufficient to pay the annual incentives and bonuses under this program and the Comptroller shall pay the amount after receipt of a voucher submitted by the State Superintendent of Education. Provides that the State Board of Education may not prorate funds under this program, nor may the State Board of Education prioritize the incentives and bonuses under the program in allocating funds. Provides that if the amount appropriated for any fiscal year is less than the amount required for purposes of the program, the amount required to eliminate any insufficiency must be paid the next fiscal year, and provides that payments required to eliminate any insufficiency for the prior fiscal year must be made before any payments are made for the current fiscal year. With respect to the $3,000 annual incentive for certain teachers who agree to provide mentoring, makes changes concerning which classroom teachers the mentoring must be provided to and what the mentoring may include. Provides that an annual incentive equal to $500 shall be paid to each teacher who holds a Master Certificate, who is employed as a teacher by a school district, and who agrees, in writing, to provide at least 30 hours and up to 59 hours of mentoring during that year to classroom teachers. Provides that an annual incentive equal to $1,500 shall be paid to each teacher who holds a Master Certificate, who is employed as a teacher by a school district, and who agrees, in writing, to provide at least 30 hours and up to 59 hours of mentoring during that year to classroom teachers in schools on academic early warning status or in schools in which 50% or more of the students receive free or reduced price lunches or both; sets forth what the mentoring may include. Provides that having a basic understanding of the program is necessary for the growth and development that this State has begun, and requires the State Board of Education to employ or partner with a National Board-certified teacher or a retired National Board-certified teacher to administer the program. Effective immediately.

House Floor Amendment No. 2
Adds the President of the Illinois Adult and Continuing Educators Association or his or her designee as a member of the Illinois P-20 Council (instead of an individual who represents the area of adult learning); makes a related change.
