Synopsis As Introduced
Amends the State Employees Group Insurance Act of 1971 and the State Pension Funds Continuing Appropriation Act. Beginning July 1, 2009, requires the Department of Central Management Services to administer a program of health benefits coverage for retirees, and their dependents, of certain community college districts previously not participating in the Community College Health Insurance Security Fund. Provides for the collection and use of contributions. Establishes a committee to advise the State on the program and necessary adjustments in funding sources. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Senate Floor Amendment No. 1
Corrects a typographical error.

Senate Floor Amendment No. 2
Deletes everything after the enacting clause. Reinserts the provisions of Senate Bill 2595 as introduced with the following changes: Removes the bill's provisions concerning the contribution rate, manner of contribution collection, and authority of the Department of Healthcare and Family Services to establish certain funds. Makes the contribution rate for active employees of community colleges and associations of community college boards 0.75% of salary (now, 0.50% of salary for active employees of community colleges other than those subject to Article VII of the Public Community College Act). Requires contributions from community college districts subject to Article VII of the Public Community College Act and associations of community college boards who are employers under the State Universities Retirement System equal to 0.75% of the salary paid to their full-time employees who participate in the State Universities Retirement System and are not members under the State Employees Group Insurance Act of 1971. Effective immediately.

House Committee Amendment No. 1
In the State Employees Group Insurance Act of 1971, specifies that the contribution rate change for active employees of community college districts (other than a community college district subject to Article VII of the Public Community College Act) or associations of community college boards begins January 1, 2009. Makes the contributions that all community college districts and associations of community college boards who are employers under the State Universities Retirement System must pay equal to 0.75% of the salary paid to their full-time employees who participate in the State Universities Retirement System and are not members under the State Employees Group Insurance Act of 1971 (now, 0.50% of the salary of those employees must be paid by those employers other than community college districts subject to Article VII of the Public Community College Act).

Pension Note, House Committee Amendment No. 1 ()
SB 2595, as amended, does not amend the Pension Code. The bill does amend the State Pensions Fund Continuing Appropriation Act to prohibit the transfer of money from the Community College Health Insurance Security Fund for any purpose not related to that particular program.

Fiscal Note, House Floor Amendment No. 2 (Government Forecasting & Accountability)
SB 2595 (H-AM 2) could potentially raise one-time revenue of at least $10 billion for the State in exchange for the lease of 80% of the State Lottery. In future years, the State would not receive the normal Lottery payment of approximately $650 million that is transferred into the Common School Fund but would instead count on a payment of 20% of lottery gross receipts minus prize payouts, unclaimed prizes, and the principle and accumulated interest in the Illinois Education Trust Fund to sustain this funding at $600 million per year.
