Synopsis As Introduced
Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Insurance Act, the Illinois Public Aid Code, and the Veterans' Health Insurance Program Act. Provides that the fee schedule for each of these programs must be competitive with those of non-governmental, third-party health insurance programs. Provides that (i) reimbursement for any service must not be lower than Medicare reimbursement in effect on December 31, 2007; (ii) the fee schedule must be decreased or increased every January 1 corresponding to the decrease or increase in the Consumer Price Index for medical care published by the U.S. Bureau of Labor Statistics, but in no case more than 4% per year; and (iii) payment for services must be made within 30 days after receipt of a bill or claim for payment. Effective July 1, 2008.

Deletes reference to:
330 ILCS 125/37 new

Replaces everything after the enacting clause. Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Insurance Act, and the Illinois Public Aid Code. Provides that (i) beginning on January, 1, 2009, the fee schedule for each of these programs for any physician service must not be lower than Medicare reimbursement in accordance with the Medicare payment localities for Illinois; (ii) the physician fee schedule must be adjusted every January 1 corresponding to any adjustment in the Medicare physician fee schedule; (iii) reimbursement rules and policies shall not be more restrictive than Medicare physician payment rules and policies; and (iv) payment for services must be made within 30 days after receipt of a bill or claim for payment. Effective immediately.

Senate Floor Amendment No. 2
Replaces everything after the enacting clause. Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Insurance Act, and the Illinois Public Aid Code. Reinserts the contents of the bill as amended by Senate Amendment No. 1, with the following changes. Provides that (i) reimbursement for any physician service must not be lower than 60% of Medicare reimbursement in accordance with the Medicare payment localities for Illinois (instead of not lower than Medicare reimbursement in accordance with the Medicare payment localities for Illinois); (ii) the physician fee schedule rates must be adjusted to no lower than 80% of Medicare reimbursement by January 1, 2010, and no lower than 100% of Medicare reimbursement by January 1, 2011 (instead of adjusted every January 1 corresponding to any adjustment in the Medicare fee schedule); (iii) all adjustments shall be made without lowering any existing rates that may be higher than the required level; and (iv) reimbursement rules and policies shall not be more restrictive than Medicare physician payment rules and policies by January 1, 2010 (now no time limit). Effective immediately.

Deletes everything after the enacting clause. Amends the State Employees Group Insurance Act of 1971. Provides that the program of health benefits shall provide the coverage required for the diagnosis and treatment of infertility under the Illinois Insurance Code. Effective immediately.
