Synopsis As Introduced
Amends the Illinois Finance Authority Act. Increases the limit on the aggregate principal amount of bonds that may be outstanding at any one time from $25,200,000,000 to $30,000,000,000. Effective immediately.

Senate Committee Amendment No. 1
Increases the limit on the aggregate principal amount of the bonds of the Illinois Finance Authority that may be outstanding at any one time from $25,200,000,000 to $28,017,711,000 (instead of to $30,000,000,000).

 Fiscal Note (Illinois Finance Authority)
 SB 1327 does not increase the authorization of the Authority to issue State-supported or State-guaranteed bonds or other forms of indebtedness, therefore, SB 1327 does not impact the expenditure of State funds or increase or decrease revenues of the State.

Replaces everything after the enacting clause. Amends the Illinois Finance Authority Act. Increases the limit on the aggregate principal amount of bonds that may be outstanding at any one time from $25,200,000,000 to $26,650,000,000 (instead of to $30,000,000,000). Provides that specialized livestock operations include livestock operations using anaerobic digestors to generate electricity for the purposes of a Section providing certain financing benefits to livestock operations. In a Section concerning definitions, includes a conservation project within the definition of "project" and defines "conservation project". Authorizes the Illinois Finance Authority to develop a program to provide low-interest loans and other financing to individuals, business entities, private organizations, and units of local government for conservation projects in the State of Illinois. Sets forth requirements for the program. Effective immediately.
