Synopsis As Introduced Amends the State Finance Act and the Medicaid Article of the Illinois Public Aid Code. Provides for a minimum monthly personal needs allowance for institutionalized persons who are eligible for Medicaid. Provides that the State shall pay an amount in addition to the minimum monthly personal needs allowance authorized under the Social Security Act, so that the person's total monthly personal needs allowance from both State and federal sources equals $50. Provides that the additional amount is to be paid from amounts appropriated for that purpose from the Tobacco Settlement Recovery Fund. Effective immediately.

The current monthly needs allowance is $30 a month. The increase to $50 a month would increase State cost by $2.3 million annually.

Implementation of HB 618 would raise the monthly personal needs allowance by $20 per month. Based on an estimated 45,300 residents, the annual cost to HFS is $10.9 million. This bill would also require an additional appropriation line and funding for Long term Care in the Tobacco Settlement Fund in order to pay for this increase.
