Effective on January 1, 2009.
House Committee Amendment No. 1 Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.
House Floor Amendment No. 3 Deletes everything after the enacting clause. Reinserts the substantive provisions of the bill as amended by House Amendments 1 and 2. Provides that an organization is not eligible to receive grant moneys under the program if it has publicly endorsed any political candidate or if it distributes political questionnaires.
