Synopsis As Introduced Amends the Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997. Provides that the Department of Commerce and Economic Opportunity must develop a program to promote renewable energy and net metering options in the State.
House Committee Amendment No. 1 Provides that the Illinois Power Agency (instead of the Department of Commerce and Economic Opportunity) shall develop a program to promote renewable energy and net metering options in the State.
Deletes everything after the enacting clause. Amends the Illinois Power Agency Act. Provides that the Illinois Power Agency shall, in conjunction with the Department of Commerce and Economic Opportunity, develop a program to promote renewable energy and net-metering options in the State. Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.
