Synopsis As Introduced
Creates the Great Lakes-St. Lawrence River Basin Water Resources Compact Act. Ratifies and authorizes the Governor to enter into the Great Lakes-St. Lawrence River Basin Water Resources Compact. Sets forth the language of the Compact. Requires the Department of Natural Resources and other State agencies to perform, at the direction of the Governor, the functions and duties required of Illinois under the Compact. Effective immediately.

House Committee Amendment No. 1
Deletes everything after the enacting clause. Creates the Great Lakes-St. Lawrence River Basin Water Resources Compact Act and authorizes the Governor to enter into the Compact. Provides that the Compact is an agreement between the states of Illinois, Indiana, Michigan, Minnesota, New York, Ohio, and Pennsylvania. Provides that the Compact creates the Great Lakes-St. Lawrence River Basin Water Resources Council, which shall consist of the governors of the parties to the Compact ex officio. Sets forth the jurisdiction, organization, powers, and purposes of the Council. Sets forth the purposes of the Compact, including the protection and conservation of waters and water dependent resources and the promotion of interstate and state-provincial comity. Provides that all appointments by the Governor under the Compact are subject to the advice and consent of the Senate. Effective immediately.
