Synopsis As Introduced Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Requires that, within 30 days after the effective date of the amendatory Act, the Commission must submit a formal proposal to the Governor and the General Assembly for creation of a competitive market for residential electric consumers in Illinois that the Commission shall implement within 45 days after submission of the proposal. Effective immediately.
