Amends the Circuit Courts Act. Makes a technical change in a Section concerning the judicial circuits.

Deletes everything after the enacting clause. Creates the Supreme Court Historic Preservation Act. Provides for the Supreme Court Historic Preservation Commission made up of 9 commissioners designated as follows: the Administrative Director of the Illinois Courts and 8 commissioners who are appointed, 2 each, by the Illinois Supreme Court, Governor, President of the Senate, and Speaker of the House. Provides that Commission members receive no compensation, except for actual expenses. Provides that the Commission shall assist and advise the Supreme Court concerning the acquisition and preservation of historic buildings, objects, and documents related to the Illinois judiciary. Provides that all monies received by the Commission shall be deposited into the Supreme Court Historic Preservation Fund for expenditure, subject to appropriation, for historic preservation and related purposes, including staff. Provides that the Commission shall report to the Supreme Court, the Governor, and the General Assembly each January beginning in 2008. Amends the State Finance Act. Creates the Supreme Court Historic Preservation Fund.

Deletes everything after the enacting clause. Creates the Supreme Court Historic Preservation Act. Provides for the Supreme Court Historic Preservation Commission to assist and advise the Supreme Court concerning the acquisition and preservation of historic buildings, objects, and documents related to the Illinois judiciary. Sets forth provisions for the appointment and operation of the Commission. Creates the Supreme Court Historic Preservation Fund as a special fund in the State treasury. Provides that moneys in the Fund may be used, subject to appropriation, by the Commission for historic preservation and related purposes. Requires the State Treasurer to transfer $5,000,000 to the Fund from the General Revenue Fund. Requires annual reports by the Commission. Amends the State Finance Act. Creates the Supreme Court Historic Preservation Fund. Exempts the Supreme Court Historic Preservation Fund from the Act's administrative charge-back provisions. Effective immediately.

House Floor Amendment No. 3
In the Supreme Court Historic Preservation Act, provides that moneys must be transferred from the General Revenue Fund to the Supreme Court Historic Preservation Fund on July 1, 2007 (instead of July 1, 2008). Requires annual reports by the Supreme Court Historic Preservation Commission beginning January 31, 2009 (instead of January 31, 2008).
