Synopsis As Introduced Amends the Illinois Fertilizer Act of 1961. Provides that any person distributing fertilizer in this State shall provide the Director of the Illinois Department of Agriculture with a summary report of tonnage. Provides that persons engaged in the sale of ammonium nitrate shall obtain certain information upon its distribution, and keep that information for at least 2 years. Provides that any retailer of ammonium nitrate may refuse to sell ammonium nitrate to any person attempting to purchase ammonium nitrate (i) out of season, (ii) in unusual quantities, or (iii) under suspect purchase patterns. Effective July 1, 2007.
House Committee Amendment No. 1 Provides that only persons distributing fertilizer to a non-registrant (instead of to any person) in this State shall supply certain information to the Director of Agriculture. Provides that certain records created by a person engaged in the sale of ammonium nitrate shall be maintained for a minimum of 2 years and made available for inspection, copying, and auditing.
