Synopsis As Introduced Amends the Affordable Housing Planning and Appeal Act. Makes changes in the definitions of "low-income housing" and "moderate-income housing". Changes dates in provisions concerning the Illinois Housing Development Authority's determination of exempt local governments, affordable housing plans, and appeals to the State Housing Appeals Board. Effective immediately.
Makes changes in the definitions of "low-income housing" and "moderate-income housing". Adds a definition of "area median income". Provides that, upon publishing a list of exempt and non-exempt local governments, the Illinois Housing Development Authority shall notify a local government that it is not exempt from the operation of this Act and provide to it the data used to calculate its determination. Provides that all non-exempt local governments must approve an affordable housing plan before April 1, 2005 rather than January 1, 2005. Removes the changes to the Section concerning appeals to the State Housing Appeals Board from the bill. Makes other changes.
