Synopsis As Introduced
Creates the Long-Term Care Consultation Services Act and amends the Illinois Act on the Aging and the Illinois Public Aid Code. Provides for a program of long-term care consultation services, to be provided by the Department on Aging and the departments of Public Aid and Human Services, to assist persons with long-term or chronic care needs in making decisions and selecting options in relation to care. Provides for screening of individuals before admission to a Medicaid-certified nursing home, and makes the Department on Aging's nursing home prescreening program subject to the Long-Term Care Consultation Services Act. Provides for exemptions from preadmission screening requirements, including emergency admissions. Makes preadmission screening a condition of Medicaid reimbursement unless an exemption applies.

Deletes everything after the enacting clause. Amends the Nursing Home Care Act. Provides that screening for nursing home admission must include consultation on other care options that may be available. Authorizes the Department of Public Health to provide for exceptions to the prescreening requirements, including emergency admissions. Provides that preadmission screening must be provided (i) by the Department on Aging for persons age 60 or older, (ii) by the Department of Human Services for persons with developmental disabilities or mental illness, regardless of their age, and for persons under age 60, and (iii) by the Department of Public Aid in the case of screenings conducted in connection with a determination of eligibility for medical assistance under Article V of the Illinois Public Aid Code.

	Fiscal Note (Department of Human Services)
	House Bill 6845, as amended by House Amendment 1, does not have a fiscal impact to the Department of Human Services.

	Fiscal Note (Department On Aging)
	The legislation would have minimal fiscal impact.

	Fiscal Note (Department of Public Aid)
	There is no fiscal impact to the Department.

	Fiscal Note (Department on Aging)
	This legislation would have minimal fiscal impact on the Illinois Department on Aging's Choices for Care nursing facility preadmission screening program since these activities currently occur. Additional cost would depend upon the extent additional follow-up screenings are performed and how the Department would choose to reimburse for such screenings.
