Synopsis As Introduced Amends the Illinois Vehicle Code. Provides that a person shall not be granted and shall not be able to retain his or her driving privileges if convicted of aggravated driving under the influence of alcohol, drugs, or intoxicating compounds in a case in which the offense was the proximate cause of a death. Provides that if the person's driving privileges have been revoked, he or she may not apply for a driver's license until 2 years from the effective date of the revocation. Provides that the Secretary shall not issue a license to a person sentenced to prison for the offense until 24 months after the date of the person's release. Provides that a graduated driver's license may not be issued to a person under the age of 16. Provides that the Secretary of State is authorized to suspend or revoke without a preliminary hearing the driving privileges of person who has failed to follow proper procedures while driving in a construction or maintenance zone when workers were present. Makes other changes.
Amends the Illinois Vehicle Code. Provides that, whenever any resident of this State who has made a partial payment on any traffic fine, penalty, or cost that was imposed pursuant to a conviction entered on or after the effective date of the new provision, for a violation of the Code or a similar provision of a local ordinance, fails to pay the remainder of the outstanding fine, penalty, or cost within the time limit set by the court, the clerk may notify the Secretary of State, and the Secretary shall prohibit the renewal, reissue, or reinstatement of the person's driving privileges until payment in full. Provides that the clerk shall provide notice to the driver, stating that the action will be effective on the 46th day following the date of the notice.
