Synopsis As Introduced Creates the MI Olmstead Initiative of 2003. Provides that the purpose of the Initiative is to establish a program to provide individuals with mental illness or a co-occurring disorder of mental illness and substance abuse with appropriate residential and community-based support services. Requires the Department of Human Services to identify potential participants for the program. Sets forth the services and supports that constitute the program. Requires the Department to annually report to the General Assembly concerning the program. Effective immediately.
House Floor Amendment No. 2 Provides that to be a "qualified individual" an adult must be at least 19 (instead of 21) years of age and must have been assessed by an appropriate professional and found to be able to move to a less restrictive setting. Requires that the report to the General Assembly include a review of the State's use of nursing facilities, including institutions for mental diseases ("IMD's") for the care of persons with severe mental illness (instead of "a review of the State's continued use of IMD's"). Makes other changes.
