Synopsis As Introduced Amends the Housing Authorities Act. Provides for additional items of a tenant's income to be excluded for the purpose of determining rent, including income received from participation in an economic self-sufficiency or other job training program or income earned after receiving TANF assistance for 6 months. Provides for a 12-month exclusion of all of an increase in income, followed by a 12-month exclusion of 50% of the increase, within a maximum period of 48 months. Effective immediately.

While each individual public housing authority with tenants participating in such self-sufficiency programs will likely increase homeownership opportunities for those households, the positive impact is difficult to measure due to the variety of financing and savings programs utilized by each Authority,
House Committee Amendment No. 1 Provides for the exclusion of income earned by a tenant during the first 12 (instead of 24) months of employment that follow a period of unemployment of 12 or more consecutive months. Provides that such an exclusion of income is conditioned on a period of unemployment of 12 or more consecutive months or the income received within the 12 months prior to employment being less than 10 hours of work per week at the established minimum wage (instead of being conditioned on the income received within the 12 or more consecutive months of unemployment being less than would be received by working 10 hours per week at the established federal minimum wage). Makes other changes concerning the exclusion of income.
