Synopsis As Introduced
Amends the Conservation District Act. Provides that in counties adjacent to a county with more than 3,000,000 inhabitants, by resolution of the county board or boards or by petition signed by 5% of the voters, a proposal to elect or appoint a 5 or 7 member board of trustees chosen at large or from single member subdistricts of the conservation district shall be submitted to the voters at the next general election. Provides transition procedures if the proposition is approved by a majority of the voters in the district. Provides that the trustees shall be elected on a nonpartisan basis at a consolidated election. Effective immediately.

House Committee Amendment No. 1
Deletes everything. Reinserts the original provisions of the bill with the following changes: (1) Provides that in any conservation district (instead of "a conservation district in a county adjacent to a county with more than 3,000,000 inhabitants"), by ordinance (instead of resolution) of the county board or boards or by petition signed by 5% of the voters, a proposal to elect or appoint a 5 or 7 member board of trustees chosen at large or from single member subdistricts of the conservation district shall be submitted to the voters at the next general election; and (2) with respect to a 7-member board, no more than 3 members may be residents of the same (instead of "any") township or congressional township. Effective immediately.

Senate Committee Amendment No. 1
Changes the requirement for the number of signatures required on a petition for a referendum regarding the board of trustees from "5% of the electors of the entire district" to "a number of voters equal to at least 8% of the votes for candidates for Governor within the district in the preceding gubernatorial election". Makes a technical change.

Deletes everything. Amends the Conservation District Act and the Downstate Forest Preserve District Act. Authorizes the voters of a conservation district that is entirely within one county to, by a single referendum proposition, dissolve the conservation district and incorporate the territory as a forest preserve district under the Downstate Forest Preserve District Act. Sets forth procedures for the referendum. Provides that the resulting forest preserve district shall not be deemed to be the legal successor and assign of the dissolved conservation district.
