Replaces everything after the enacting clause. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for a federally approved human papillomavirus (HPV) vaccine. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois to provide that, subject to appropriation, the Department of Public Health shall establish and administer a program, commencing no later that July 1, 2011, under which any eligible individual shall, upon request, receive a series of HPV vaccinations as medically indicated, at no cost to the eligible individual. Amends the School Code to require that all children in Illinois shall have a health examination upon entering the sixth grade of any public, private, or parochial school. Amends the Communicable Disease Prevention Act. Provides that beginning August 1, 2007, the Department of Public Health must provide all female students who are entering sixth grade and their parents or legal guardians written information about the link between HPV and cervical cancer and the availability of a HPV vaccine. Provides that the Director of Public Health shall prescribe the content of the information about HPV. Requires the Department of Public Health to adopt emergency rules to the extent necessary to administer the Department's responsibilities under these provisions. Effective immediately.
