Deletes everything after the enacting clause. Amends the Illinois Lottery Law. Requires the Department of Revenue to offer a special instant scratch-off game with the title of "Quality of Life", to commence on July 1, 2007 and to be discontinued on December 31, 2012. Provides that the net revenue from the game shall be deposited into the Quality of Life Endowment Fund for appropriation by the General Assembly solely to the Department of Public Health, in consultation with the Quality of Life Board, for the purpose of HIV/AIDS-prevention education and for making grants to public or private entities in Illinois for the purpose of funding organizations that serve the highest at-risk categories for contracting HIV or developing AIDS. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois to create the Quality of Life Board as an advisory board within the Department of Public Health. Amends the State Finance Act to create the Quality of Life Endowment Fund. Sets forth procedures for the appointment of Board members and for the operation of the Board. Effective immediately.
Senate Floor Amendment No. 2 Provides that grants awarded from the Quality of Life Endowment Fund are intended to augment the current and future State funding for the prevention and treatment of HIV/AIDS and are not intended to replace that funding.
In the State Finance Act, deletes the changes exempting the Quality of Life Endowment Fund from the Act's administrative charge-back provisions.
Governor Amendatory Veto Message Recommends that a special purpose lottery game may be offered for sale for no more than 9 consecutive months and that there may not be more than 2 special purpose lottery scratchoff games offered for sale at any one time. Further recommends that, if any special ticket is authorized while there are 2 other special tickets being offered for sale, then any subsequent special tickets be placed on a waiting list in the same order as the order in which they are authorized.
