Synopsis As Introduced
Creates the Postpartum Mood Disorders Prevention Act. Sets out the findings of the General Assembly and the purposes of the Act. Provides that the Director of Public Health, in conjunction with the Department of Financial and Professional Regulation and the Board of Nursing, shall work with physicians, healthcare facilities, nurses, and licensed health care workers in the State to develop policies and procedures related to the prevention, treatment, and diagnosis of postpartum mood disorders in women.

Senate Floor Amendment No. 1
Replaces everything after the enacting clause. Creates the Perinatal Mental Health Disorders Prevention and Treatment Act. Sets out the findings of the General Assembly and the purposes of the Act. Provides that the Department of Human Services, in conjunction with the Department of Healthcare and Family Services, the Department of Public Health, and the Department of Financial and Professional Regulation and the Medical Licensing Board shall work with hospitals and licensed health care professionals in the State to develop policies, procedures, information, and educational materials related to the prevention, treatment, and diagnosis of perinatal mental health disorders in women.

Senate Floor Amendment No. 2
Changes the definition of "postnatal care" to mean an office visit (instead of a visit) to a licensed health care professional occurring after birth, with reference to the infant or mother. Changes the definition of "prenatal care" to mean an office visit (instead of a visit) to a licensed health care professional for pregnancy-related care occurring before birth. Provides that all hospitals that provide labor and delivery services in the State shall provide new mothers, prior to discharge following childbirth, and, if possible, shall provide (instead of with permission) fathers and other family members with complete information about perinatal mental health disorders, including its symptoms, methods of coping with the illness, and treatment resources.

House Committee Amendment No. 1
Changes the definition of "licensed health care professional" to mean a physician licensed to practice medicine in all its branches, an advanced practice nurse who has a collaborative agreement with a collaborating physician that authorizes care, or a physician's assistant who has been delegated authority to provide care (instead of only a physician licensed to practice medicine in all its branches, an advanced practice nurse, or a physician's assistant). Provides that licensed health care professionals providing prenatal care to women shall provide education to women and, if possible and with permission, to their families about perinatal mental health disorders in accordance with the formal opinions and recommendations of the American College of Obstetricians and Gynecologists. Provides that licensed health care professionals providing prenatal care at a prenatal visit (instead of at a prenatal check up visit in the third trimester of pregnancy) shall invite each pregnant patient to complete a questionnaire.
