Replaces everything after the enacting clause. Amends the Military Leave of Absence Act, the Public Employee Armed Services Rights Act, the Illinois Municipal Code, the Illinois Insurance Code, the Public Utilities Act, the Code of Civil Procedure, the Illinois Human Rights Act, the Interest Act, the Military Personnel Cellular Phone Contract Termination Act, and the Motor Vehicle Leasing Act to provide that a violation of specified provisions regarding legal protections for military personnel constitutes a civil rights violation under the Illinois Human Rights Act. Deletes provisions imposing a civil penalty of $1,000 for a violation of specified provisions regarding legal protections for military personnel. Effective immediately.
