Synopsis As Introduced Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Department must require every State-owned building to establish a green cleaning policy whereby the building purchases and uses only environmentally-sensitive cleaning products. Amends the Green Cleaning Schools Act. Makes changes to a provision concerning legislative findings. Effective immediately.
House Committee Amendment No. 1 Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.
Further amends the Green Cleaning Schools Act to provide that the Illinois Green Government Coordinating Council's green cleaning supply guidelines and specifications also apply to products for use in State-owned buildings.
HB 4812 would have no fiscal impact on the Illinois EPA.
Fiscal Note, House Committee Amendment No. 1 (Department of Central Management Services)
HB 4812 (H-AM 1) will have a minimal fiscal impact on the Department of Central Management Services. Due to the permissive language in the bill, along with the ability to use up current inventory, the only cost would be the execution of a cost comparison study to compare "green" cleaning supplies against current supplies.
