Synopsis As Introduced
Creates the Illinois Health Information Network Act. Requires the Department of Public Health to establish a not for profit corporation to plan the creation of a state-level network for the electronic exchange of medical patients' records among health care providers. Effective immediately.

House Committee Amendment No. 1
Deletes everything after the enacting clause. Reinserts the bill as introduced with the following changes: Eliminates the provision that the Act applies to a patient's "complete" electronic health records and conditions patient consent upon the patient's ability to give consent. Authorizes ILHIN to assist associations of health care providers as well as health care providers, and specifies that assistance is in accordance with federal law. Specifies those persons and providers ILHIN may charge fees. Specifies the conditions under which the Department may make ILHIN data available. Makes changes in the ILHIN governing board. Effective immediately.

Governor Amendatory Veto Message
Recommends that the bill be changed as follows: changes the Act’s title to the Illinois Health Information Network Advisory Group. Requires the Department of Healthcare and Family Services (now, the Department of Public Health) to establish an advisory group to assist the Department in implementing the Act (now, establish a not-for-profit corporation to implement the Act). Makes conforming changes. Removes the authority of the Department of Public Health to transfer or license the assets of the Illinois health Network in order to fund the Act’s program.
