Synopsis As Introduced
Amends the Renter's Financial Responsibility and Protection Act. Provides for a uniform limit on the amount per day that the renter of a vehicle may be charged for collision damage waivers (rather than providing a limit that is lower than the uniform limit amount if the rental vehicle type has a suggested retail price of $30,000 or less and a limit that is higher than the uniform limit amount if the rental vehicle type has a suggested retail price of more than $30,000).

 Would impose a fiscal impact on the State of approximately $421 million per year in General Revenue Funds (GRF) once fully implemented in FY09. This includes $375 million per year resulting from redirecting 80% of the State's 6.25% sales tax collected on motor fuel within the 6 Regional Transportation Authority (RTA) counties (Cook, DuPage, Kane, Lake, McHenry, and Will counties) to the RTA and its three service boards, and $46 million per year from the elimination of the appropriation level cap on the monthly General Revenue Fund transfer into the Downstate Public Transportation Fund together with increasing the State's GRF match to downstate mass transit districts from 55% to 70% as calculated by the Illinois Department of Transportation (IDOT).

Deletes everything after the enacting clause. Amends the Regional Transportation Authority Act. Adds a provision related to legislative findings. Requires the Authority to provide financial oversight of the Service Boards, allocate operating and capital funds made available to support public transportation in the metropolitan region, and undertake certain planning functions. Provides that the Authority shall adopt a Strategic Plan, a Five-Year Capital Program, and an Annual Budget and Two-Year Financial Plan. Provides that the Authority shall conduct audits of each of the Service Boards no less than every 5 years, and may conduct audits of certain transportation agencies. Requires the Service Board and transportation agencies to publish certain reports and submit those reports to the Authority. Provides that the Authority shall establish an Innovation, Coordination, and Enhancement Fund, an ADA Paratransit Fund, and a Suburban Community Mobility Fund. Repeals a Section of the Act concerning mediation of disputes between Service Boards. Provides that the Executive Director of the Authority may intervene in certain matters involving disputes between Service Boards. Sets forth certain functions of the Board of the Authority. Provides for the transfer from the General Revenue Fund to the Public Transportation Fund an amount equal to certain tax revenues collected in the metropolitan region on sales of motor fuel by a retailer. Amends the Retailers’ Occupation Tax Act and the Uniform Penalty and Interest Act to make corresponding changes. Provides that the Board of the Regional Transportation Authority shall consist of 16 directors. Sets forth the terms and appointment authority for those directors. Provides that the Board of the Commuter Rail Division shall consist of 11 directors. Sets forth the terms and appointment authority for those directors. Makes numerous other changes. Effective immediately.

Provides that the Chairman of the Board of the Regional Transportation Authority shall be appointed by the other Directors with the affirmative vote of at least 11 Directors with at least 2 affirmative votes from Directors who reside in the City of Chicago, at least 2 affirmative votes from Directors who reside in Cook County outside the City of Chicago, and at least 2 affirmative votes from Directors who reside in the Counties of DuPage, Lake, Will, Kane, or McHenry.

 Housing Affordability Impact Note (Housing Development Authority)
