Synopsis As Introduced Creates the Transportation Enhancements and Safe Routes to School Transparency Act. Establishes grants review committees, appointed by the Secretary of Transportation, to evaluate, score, and rank all applications for funding under the federal Transportation Enhancements Program and the Safe Routes to School Program. Sets forth the grants review process. Provides that application evaluation, scoring, and ranking decisions of the committees are binding upon the Department. Contains other provisions. Effective immediately.
House Committee Amendment No. 1 Provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under the Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.
House Floor Amendment No. 2 Provides that the members of the grant review committees shall be appointed for a 4-year term.
