Synopsis As Introduced Amends the Illinois Public Aid Code. In provisions concerning child care for TANF recipients, provides that in determining income eligibility for child care benefits, the Department of Human Services shall specify an income threshold of no less than 55% (instead of 50%) of the then-current State median income for each family size. Provides that a co-payment for child care services may not exceed 7% of a family's income.
House Committee Amendment No. 1 Replaces everything after the enacting clause. Amends the Illinois Public Aid Code in connection with child care for TANF recipients. Provides that, through and including fiscal year 2007, the specified income threshold must be no less than 50% of the then-current State median income for each family size. Provides that, beginning in fiscal year 2008, the specified income threshold must be no less than 185% of the then-current federal poverty level for each family size. Requires the Department of Human Services, in consultation with its Child Care and Development Advisory Council, to develop a plan to revise the child care assistance program's co-payment schedule. Requires the plan to be completed by February 1, 2008, and sets forth items that must be included in the plan. Effective July 1, 2007.
