Synopsis As Introduced
Amends the Electronic Fund Transfer Act. Makes a technical change in a Section concerning the powers of the Commissioner of Banks and Real Estate.

Senate Floor Amendment No. 1
Deletes reference to:

Replaces everything after the enacting clause. Amends the Comprehensive Health Insurance Plan Act. Provides that a person shall not be eligible for coverage under the Comprehensive Health Insurance Plan if the Plan has paid a total of $5,000,000 in benefits on behalf of the covered person (instead of if the Plan (i) until 3 years after August 29, 2007 has paid a total of $2,000,000 in benefits on behalf of the covered person or (ii) 3 years or more after August 29, 2007 has paid a total of $1,500,000 in benefits on behalf of the covered person). Provides that the Plan shall pay covered expenses up to a lifetime benefit limit of $5,000,000 (instead of $2,000,000 until 3 years after August 29, 2007, and $1,500,000 in benefits 3 years or more after August 29, 2007 per covered individual).

Senate Floor Amendment No. 2
Provides that the Act takes effect upon becoming law.

House Committee Amendment No. 1
Provides that certain preexisting condition exclusions shall be waived to the extent to which the eligible person (a) has satisfied the exclusion under prior Comprehensive Health Insurance Plan coverage that was involuntarily terminated because of meeting a lower lifetime benefit limit and (b) has reapplied for Comprehensive Health Insurance Plan coverage within 90 days following an increase in the lifetime benefit limit.
