Synopsis As Introduced
Amends the Chicago Teacher Article of the Illinois Pension Code. Creates the Chicago Teachers' Pension Fund Health Insurance Task Force to study and consider the program of health insurance coverage for pensioners that is currently administered by the Fund. Includes specific subjects of inquiry, relating to the future administration of the insurance program. Specifies Task Force membership and excludes payment for service. Provides for clerical support from the Fund. Requires a report of its findings and recommendations and provides for its abolishment upon conclusion of its business. Effective immediately.

House Floor Amendment No. 2
Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill with the following changes: (1) provides that one member of the Chicago Teachers' Pension Fund Health Insurance Task Force shall be appointed by an organization that represents retired Chicago teachers (rather than appointed by the executive director of the Retired Teachers Association of Chicago); and (2) provides that one member of the Task Force shall be appointed by an organization that represents Chicago teachers (rather than appointed by the president of the Chicago Teachers Union). Effective immediately.

 The fiscal impact would be minimal and confined to administrative expenses.

 This bill has no fiscal or population impact on the Department of Corrections.

 This bill would neither increase nor decrease the number of judges needed in the State.

 Fiscal Note, House Floor Amendment No. 2 (Government Forecasting & Accountability)
 HB 5681 (H-AM 1) will not have any impact on the operations or budget of the Commission on Government Forecasting and Accountability (COGFA).

 Land Conveyance Appraisal Note, House Floor Amendment No. 2 (Dept. of Transportation)
 No land conveyances are included in this legislation, therefore, there are no appraisals to be filed.

 State Debt Impact Note, House Floor Amendment No. 2 (Government Forecasting & Accountability)
 HB 5681 (H-AM 2) would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.
