Synopsis As Introduced
Amends the Illinois Vehicle Code. Provides that, in addition to the previously designated counties, 7 specified counties, and the municipalities within those counties, may establish an automated traffic law enforcement system with one or more motor vehicle sensors working in conjunction with a red light signal to produce recorded images of motor vehicles entering an intersection against a red signal indication. Effective immediately.

House Floor Amendment No. 1
Adds 2 counties to those already designated in the bill.

Senate Floor Amendment No. 3
Deletes language that provided that an automated traffic law enforcement system may be established in Champaign County and Vermilion County and municipalities within those counties.

Senate Floor Amendment No. 5
Provides that, at an intersection equipped with an automated traffic law enforcement system, the yellow light change interval must be not less than 3 seconds. Provides that no person shall be charged with a traffic violation or be issued a written notice of violation, as a result of an automated traffic law enforcement system, unless the entire vehicle crosses the stop bar marked on the pavement. Provides that, except for an intersection that was equipped with an automated traffic law enforcement system before the effective date of the amendatory Act, an intersection may not be equipped with an automated traffic law enforcement system unless: the county or municipality having jurisdiction has determined that the intersection has a high accident rate and has performed or caused to be performed an evaluation of accident rates for a 6-month period; the county or municipality having jurisdiction has, for a 3-month period, used strobe lights in the red lenses of all traffic signals at the intersection in an attempt to decrease the accident rate without the use of an automated traffic law enforcement system; and all roads converging at the intersection are controlled by traffic signals mounted on mast arms.
