Synopsis As Introduced
Amends the Illinois Public Aid Code. Provides that in supplying medical assistance, the Department of Healthcare and Family Services (HFS) may provide for the legally authorized services of a licensed clinical psychologist or licensed clinical professional counselor. Provides that HFS' rules may not provide that payment for services rendered to a specific recipient by a licensed clinical psychologist or licensed clinical professional counselor may be authorized only when services are recommended for that recipient by a person licensed to practice medicine in all its branches. Effective immediately.

House Committee Amendment No. 1
Provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

 Since these providers have never been able to bill the Department directly, potential is heightened for mass utilization. The FY09 annual cost is estimated at $45 million, but it could be substantially more. FFP would be available if the State Plan is amended.
