Synopsis As Introduced
Amends the Illinois Municipal Code. Increases the base amount from $20,000 to $50,000 for public improvement or maintenance of public property at which a municipality must enter into a contract by public bid or four-fifths council approval. If the contract is approved by council, increases the base amount of expenses that must be taken by public bid from $20,000 to $50,000. Effective immediately.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Changes the introduced bill by reducing the base amount at which a municipality must enter into a contract by public bid or four-fifths council approval from $50,000 to $30,000. Effective immediately.

Replaces everything after the enacting clause. Reinserts the provisions of the engrossed bill restoring the minimum contract or expense amounts to $20,000 (currently, $30,000) requiring competitive bidding or board action. Additionally provides that on the effective date of this amendatory Act, the minimum contract or expense amount will be an amount calculated by the chief procurement officer and adopted by resolution of the corporate authorities of the municipality. Amends the Park District Code, the Conservation District Act, and the Downstate Forest Preserve District Act making similar changes. Amends the Illinois Procurement Code. Provides that a chief procurement officer shall calculate a threshold amount for contracts and expenses for units of local government to use. Limits applicability of the new Section. Effective immediately.

Replaces everything after the enacting clause. Amends the Local Government Reduction and Efficiency Division of the Counties Code. Provides that a conservation district organized under the Conservation District Act is not a unit of local government for purposes of the Local Government Reduction and Efficiency Division. Further provides for the rights and responsibilities of the former unit of local government and the status and rights of the employees of the former unit of local government upon dissolution. Effective immediately.
