Synopsis As Introduced
Contains a preamble concerning COVID-19 and other matters. Pursuant to the Illinois Constitution and the Illinois Emergency Management Agency Act and consistent with the powers in public health laws, orders the following, effective July 12, 2022. Reissues and extends, through July 24, 2022, specified provisions of Executive Orders 2020-12 and 2021-22. Further amends Executive Order 2021-22 by rescinding Section 4, by deleting certain expressly listed facilities from the definition of “health care facility”, and by specifying COVID-19 testing requirements that apply, beginning July 12, 2022, to (i) health care workers who are not up-to-date on COVID-19 vaccinations and are employed at skilled nursing and intermediate care facilities licensed under the Nursing Home Care Act, facilities licensed under the ID/DD Community Care Act, and facilities licensed under the MC/DD Act and (ii) health care workers who are not fully vaccinated against COVID-19 and are employed at hospitals and any other health care facilities that are certified by the Centers for Medicare and Medicaid Services as meeting the federal guidelines to participate in the Medicare/Medicaid program as recommended by the state survey agency. Specifies that the frequency of testing for these health care workers is dependent upon the level of COVID-19 community transmission. Defines “level of COVID-19 community transmission”. Provides that the provisions of Executive Order 2022-16 are severable.
