Synopsis As Introduced
Contains a preamble concerning COVID-19 and other matters. Pursuant to the Illinois Emergency Management Agency Act and consistent with the powers in public health laws, orders, effective November 20, 2020, a Tier 3 Mitigation Order as follows: (1) states the intent of this Executive Order; this Executive Order supersedes Executive Order 2020-43; (2) requires individuals to take specified public health steps concerning social distancing, face coverings, elderly and vulnerable people, gatherings, and indoor and outdoor activities; (3) requires all businesses to take specified actions, with specific requirements concerning retail stores, manufacturers, office buildings, meetings and events, restaurants and bars, hotels, fitness and exercise gyms, personal services facilities, recreation, youth day camps and youth sports, places of public amusement, film production, and minimum basic operations; (4) provides for exemptions regarding the free exercise of religion, emergency functions, governmental functions, and election-related functions; (5) provides for the use of social distancing, sanitizing products, operating hours for vulnerable populations, online and remote access, and face coverings and personal protective equipment; (6) provides for enforcement of this Executive Order; (7) provides that: nothing in this Executive Order alters or modifies existing legal authority allowing the State, a county, or a local governmental body to order any quarantine or isolation or closure of a specific location for a limited period of time as specified; nothing in this Executive Order shall be construed as an exercise of any authority to order any quarantine, isolation, or closure; nothing in this Executive Order alters or modifies existing legal authority allowing a county or local governmental body to enact provisions that are stricter than those in this Executive Order. Contains provisions regarding severability. Provides that this Executive Order is meant to be read consistently with any court order regarding this Executive Order.
