Synopsis As Introduced
Contains a preamble concerning COVID-19, the Gubernatorial Disaster Proclamations declaring all counties in the State as a disaster area, and other matters. Pursuant to the Illinois Emergency Management Agency Act, orders, effective July 24, 2020, that: all public and nonpublic schools in Illinois serving pre-kindergarten through 12th grade students may open for in-person educational purposes following the completion of the regular 2019-2020 school term; all public and nonpublic schools must follow Department of Public Health and State Board of Education guidance during Phase 4 and take proactive measures to ensure the safety of students, staff, and visitors, including, but not limited to: limiting the number of people in one space to 50 or fewer; ensuring compliance with social distancing requirements to the greatest extent possible; requiring symptom screenings and temperature checks or requiring individuals to self-certify that they are free of COVID-19 symptoms before entering school buildings; ensuring appropriate hygienic practices; and requiring the use of appropriate personal protective equipment by students, staff, and visitors. Contains provisions regarding: prior executive orders; severability; and other matters.
