Synopsis As Introduced
Contains a preamble concerning COVID-19, the Gubernatorial Disaster Proclamations declaring all counties in the State of Illinois as a disaster area, and other matters. Pursuant to the Illinois Emergency Management Agency Act, orders that: (1) with exceptions, persons shall wear face coverings in public places when unable to maintain a 6-foot social distance; face coverings are required in public indoor spaces such as stores; essential businesses and operations shall, to the greatest extent possible, meet specified requirements; retail stores not designated as essential businesses and operations may reopen to fulfill telephone and online orders through pickup outside the store and delivery and shall meet specified requirements; manufacturers must follow social distancing requirements and take specified precautions; businesses must evaluate which employees are able to work from home and are encouraged to facilitate remote work from home when possible; businesses with employees physically reporting to a work site must post the guidance from the Department of Public Health and the Attorney General regarding workplace safety during the COVID-19 emergency; (2) with exceptions, persons shall stay at home; businesses and operations, except essential businesses and operations, shall cease all activities except minimum basic operations; businesses may continue operations consisting exclusively of employees or contractors performing activities at their own residences; essential businesses and operations may remain open consistent with this Executive Order and the intent of this Executive Order; essential businesses and operations shall comply with social distancing requirements; with exceptions, public and private gatherings of any number of people outside a household or living unit are prohibited; any gathering of more than 10 people is prohibited unless exempted by this Executive Order; nothing in this Executive Order prohibits the gathering of members of a household or residence; places of public amusement shall be closed to the public; all travel, except essential travel and essential activities, is prohibited; people on public transit must comply with social distancing requirements to the extent feasible; this Executive Order allows travel into or out of the State to maintain essential businesses and operations and minimum basic operations; individuals may leave their residences only to perform specified essential activities and must follow social distancing requirements, including wearing face coverings in public or at work; people at high risk of severe illness from COVID-19, including the elderly and sick, are urged to stay in their residences to the extent possible except as necessary to seek medical care; nothing in this Executive Order prevents the Department of Public Health or local public health departments from issuing and enforcing isolation and quarantine orders under the Department of Public Health Act; persons may leave their residences to work for or obtain services through specified healthcare and public health operations, to work for or obtain services at specified human services operations, or to provide services or perform work necessary to offer, provision, operate, maintain, and repair specified essential infrastructure; first responders, emergency management personnel, emergency dispatchers, court personnel, law enforcement and corrections personnel, hazardous materials responders, child protection and child welfare personnel, housing and shelter personnel, military, and other governmental employees working for or to support essential businesses and operations are exempt from this Executive Order; this Executive Order does not apply to the U.S. government; Nothing in this Executive Order prohibits a person from performing or accessing essential governmental functions. Contains provisions regarding: definitions; intent; enforcement; existing legal authority; savings; and other matters.
