Synopsis As Introduced
Establishes the Affirming and Inclusive Schools Task Force in the Office of the Governor to identify strategies and best practices for ensuring welcoming, safe, supportive, and inclusive school environments for transgender, nonbinary, and gender nonconforming students and to promote cooperation and collaboration between relevant stakeholders and the State. Defines "school" as a non-sectarian preschool, primary, or secondary school. Provides for membership of the Task Force. Provides that the Task Force shall deliver a report by January 1, 2020 containing: an overview of the legal rights of transgender, nonbinary, and gender nonconforming students to be free of discrimination and harassment in schools; a description of best practices for ensuring welcoming, safe, supportive, and inclusive school environments for transgender, nonbinary, and gender nonconforming students; and its findings and recommendations for ensuring transgender, nonbinary, and gender nonconforming students are fully supported in Illinois schools. Requests the Illinois State Board of Education to: develop and make publicly available non-regulatory guidance on the legal rights of transgender, nonbinary, and gender nonconforming students in schools; develop and make publicly available a model policy or procedures setting forth best practices for inclusion of transgender, nonbinary, and gender nonconforming students in schools; and make publicly available other published resources relating to supporting transgender, nonbinary, and gender nonconforming students in schools. Contains provisions regarding: dissolution of the Task Force; savings; prior executive orders; severability; and other matters. Effective immediately.
