Synopsis As Introduced
Amends the Illinois Public Labor Relations Act and the Illinois Educational Labor Relations Act. Establishes a time frame within which an initial agreement must be reached or conciliation and arbitration attempted.

Senate Committee Amendment No. 1
In the Illinois Public Labor Relations Act, provides that the bill's changes apply to agreements with respect to public employees other than peace officers, fire fighters, and security employees.

Senate Floor Amendment No. 2
Deletes reference to:
115 ILCS 5/10

Replaces everything after the enacting clause. Reinserts the provisions of the bill, as amended by Senate Amendment No. 1, with changes. In the Illinois Labor Relations Act, limits the applicability of the changes concerning an initial agreement to units with less than 35 employees. Provides that the Public Labor Relations Board (instead of the Department of Labor Conciliation and Mediation Division) shall mediate. Deletes the changes to the Illinois Educational Labor Relations Act.

Senate Floor Amendment No. 3
Deletes reference to:
115 ILCS 5/10

Deletes everything after the enacting clause. Amends the Illinois Public Labor Relations Act. With respect to collective bargaining of an initial agreement between non-public safety employees and an employer with fewer than 35 employees, establishes a schedule for (i) commencing bargaining, (ii) in the event of a dispute, requesting mediation from the Illinois Public Labor Relations Board in accordance with the Act's provisions for public safety employee mediation, and (iii) in the event of an impasse, requesting arbitration in accordance with certain of the Act's provisions for public safety employee arbitration.
