Synopsis As Introduced
Creates the Higher Education Veterans Service Act. Requires all public colleges and universities to conduct a survey of the services and programs that are provided for veterans, active duty military personnel, and their families, at each of their respective campuses; sets forth the survey requirements. Requires each public college and university to appoint a Coordinator of Veterans and Military Personnel Student Services on each campus of the college or university that has an onsite, daily, full-time student headcount above 1,000 students; sets forth requirements concerning the coordinator. Provides that the Board of Higher Education and the Department of Veterans' Affairs may issue a best practices report to highlight those programs and services that are most beneficial to veterans and active duty military personnel. Sets forth additional provisions concerning a college's or university's best efforts and the fiscal impact of programs and services. Effective immediately.

 Fiscal Note (Dept. of Veterans Affairs)
 There will only be a minor fiscal impact on the Department of Veterans' Affairs as a result of SB 1624. The only immeasurable cost the Department will incur is for CMS man hours to post the surveys on the Department's Internet home page.

 Fiscal Note (Board of Higher Education)
 The Board of Higher Education (IBHE) contacted the Illinois Community College Board (ICCB) and surveyed all nine public universities to gather cost estimates of SB 1624. IBHE received a response from the Illinois Community College Trustees Association and six public universities. Three public universities did not respond. Two public universities acknowledged that additional costs would be involved, but estimated that those costs would be minimal as most of the activities are already underway. Four universities provided cost estimates ranging from $36,000 to $115,600. The four largest expenditures included salaries, retirement and insurance, online offerings, and contractual services. Salary adjustments were provided when existing employees would be utilized to serve as the Coordinators. One institution would continue to use the Office of Financial Aid as the primary contact if additional funding is not provided. Community college costs are expected to vary by campus depending on current levels of services and implementation plans.
