Synopsis As Introduced Amends the Illinois Lottery Law. Beginning with moneys appropriated for fiscal year 2008, requires that appropriations from the Illinois Veterans Assistance Fund be used equally for the Fund's 5 statutory purposes. Effective July 1, 2007.
House Committee Amendment No. 1 Removes the bill's changes. Provides that of the moneys in the Illinois Veterans Assistance Fund spent on veterans' care, no more than 20% beginning in fiscal year 2008 may be spent on health insurance costs. Requires the Director of Veterans' Affairs to appoint a 3-member funding authorization committee to authorize expenditures from the Fund beginning with moneys appropriated for fiscal year 2008. Requires the Director's approval of any authorizations by the committee.
Governor Amendatory Veto Message Recommends that language be deleted that provides that, beginning with moneys appropriated for fiscal year 2008, no more than 20% of the moneys from the scratch-off for Illinois veterans that is dedicated to long-term care of veterans shall be used for health care insurance.
