Synopsis As Introduced
Amends the Clinical Psychologist Licensing Act. Allows an individual who is licensed in good standing to practice psychology in another state, province, or territory to render clinical psychological services in this State for up to 10 calendar days per year without obtaining separate licensure. Provides that an individual licensed to practice psychology in another jurisdiction who is providing services in response to a declared disaster under the agreement between the American Red Cross and the American Psychological Association's Disaster Response Network may practice psychology in this State for no more than 60 days per year without applying for a license.

Senate Committee Amendment No. 1
Deletes everything after the enacting clause. Reinserts the provisions of the bill as introduced with the following change. Provides that an individual licensed to practice psychology in another jurisdiction who is providing services to the American Red Cross in response to a disaster (instead of providing services in response to a declared disaster under the agreement between the American Red Cross and the American Psychological Association's Disaster Response Network) may practice psychology in this State for no more than 60 days per year without applying for a license.

House Floor Amendment No. 1
Deletes everything after the enacting clause. Reinserts the provisions of the engrossed bill with the following changes. Provides for the issuance of a temporary permit authorizing the rendering of clinical psychological services for up to 10 calendar days per year to an individual who is licensed in good standing to practice psychology independently and at the doctoral level in another jurisdiction (instead of authorizing the individual to render clinical psychological services without obtaining separate licensure under the Act). Sets forth permit application requirements. Allows the Secretary to temporarily authorize an individual to practice clinical psychology who (i) holds an active, unencumbered license in good standing in another jurisdiction and (ii) has applied for a license under the Act due to a natural disaster or catastrophic event in the jurisdiction in which he or she is licensed (instead of allowing an individual licensed to practice psychology in another jurisdiction who is providing services to the American Red Cross in response to a disaster to practice psychology in the State for no more than 60 days per year without applying for a license).
