Synopsis As Introduced
Amends the Illinois Public Aid Code. In provisions concerning a reimbursement methodology under the medical assistance program, provides that on January 15, 2010 and every January 15 thereafter, the Department of Healthcare and Family Services shall notify the Governor and the General Assembly of the status of the full implementation of the Minimum Data Set (MDS) reimbursement methodology and the cost report year on which the current support component of the reimbursement rate is based. Effective immediately.

Replaces everything after the enacting clause. Amends the Illinois Public Aid Code. Provides that on and after July 1, 2009, the nursing component of the nursing facility medical assistance rate computed under the Minimum Data Set (MDS) payment methodology shall be calculated and adjusted quarterly. Provides that on and after October 1, 2009, the Department of Healthcare and Family Services shall adopt rules to provide medical assistance reimbursement for the care of persons on ventilators in skilled nursing facilities licensed under the Nursing Home Care Act and certified to participate under the medical assistance program. Provides that necessary amendments to the rules implementing the Minimum Data Set (MDS) payment methodology shall also be made to provide a separate per diem ventilator rate based on days of service. Authorizes emergency rulemaking to implement these provisions. Effective immediately.
