| 2 | | WHEREAS, Education is essential to putting children on the |
| 3 | | path to good jobs and a
decent living; in order to remain |
| 4 | | competitive into the 21st century, the State of Illinois will |
| 5 | | need to
equip the children of the next generation with the |
| 6 | | education and skills demanded by a
modern economy; and

| 7 | | WHEREAS, Learning is a lifelong practice, not confined |
| 8 | | solely to the
classroom; in every action, whether at work, |
| 9 | | play, or rest, it is the task of parents,
teachers, and mentors |
| 10 | | to make sure children grow up practicing values such as |
| 11 | | independence, honesty, discipline, compassion, drive,
and |
| 12 | | courage, while being ever mindful that it will always be a |
| 13 | | continuous process towards a more perfect union, and that much |
| 14 | | remains to be done to fulfill
the concept of equality for all; |

| 16 | | WHEREAS, Rabbi Menachem Mendel Schneerson, the
Lubavitcher |

| 18 | | value of education and strong character; his work deepened the |
| 19 | | ties between people around the world and his legacy inspires |
| 20 | | the service, charity, and goodwill he championed
in life; |
