SENATE JOINT RESOLUTION

 
2    WHEREAS, Horseback riding is a recreational pastime that is
3enjoyed by many citizens in Illinois and the United States and
4it should be widely available to as many members of the public
5who wish to participate; and
 
6    WHEREAS, The expansion of bridle paths in Illinois is
7necessary to further promote this recreational pastime; and
 
8    WHEREAS, Open space and land areas can be utilized to
9create bridle paths; and
 
10    WHEREAS, This expansion will also aid in the economic
11development of Illinois; therefore, be it
 
12    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
13ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
14CONCURRING HEREIN, that there is hereby created the
15Recreational Bridle Path Task Force to study, assess, and make
16recommendations on the existing bridle paths in Illinois and
17the feasibility of creating additional paths, specifically in
18State parks; in addition, the Task Force shall recommend any
19necessary legislation for the creation of new bridle paths; and
20be it further

1    RESOLVED, That within 90 days after the adoption of this
2resolution, members of the Task Force shall be appointed by the
3Governor and shall consist of one member from each of the
4following agencies or interest groups:
 
5        1) member of the Department of Natural Resources;
6        2) member of the Department of Transportation;
7        3) member of the Department of Agriculture; and
8        4) member from an entity or association which has
9    vested interests in areas where paths exist or may exist,
10    including, but not limited to, bridle paths, bicycle paths,
11    and ATV paths; and be it further
 
12    RESOLVED, That within 90 days after the adoption of this
13resolution, the President of the Senate, the Minority Leader of
14the Senate, the Speaker of the House of Representatives, and
15the Minority Leader of the House of Representatives shall each
16appoint one member from an entity or association which has
17vested interests in areas where paths exist or may exist,
18including, but not limited to, bridle paths, bicycle paths, and
19ATV paths; and be it further
 
20    RESOLVED, That the term of the appointment shall be until
21submission of the report of comprehensive recommendations; the
22member from the Department of Natural Resources shall chair the
23Task Force and serve as a liaison to the Governor and General

1Assembly; meetings of the Task Force shall be held as necessary
2to complete the duties of the Task Force; meetings of the Task
3Force shall be held in the central part of the State; and be it
4further
 
5    RESOLVED, That the Department of Natural Resources shall
6provide administrative support, technical assistance, and
7meeting space to the Task Force; and be it further
 
8    RESOLVED, That the members of the Task Force shall receive
9no compensation for serving; and be it further
 
10    RESOLVED, That the Task Force shall submit a report with
11comprehensive recommendations to the Governor and General
12Assembly no later than December 31, 2016.
