    Amends various Acts relating to the governance of public universities and community colleges in Illinois. Requires each public university and community college district to accept for transferable credit those military courses listed on a Joint Services Transcript that a service member or veteran has completed and that have been evaluated by the American Council on Education for the subject areas, semester hours, and level of credit indicated on the Joint Services Transcript if those subject areas are equivalent to what the institution of higher education offers.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 90 as follows:
 
6    (110 ILCS 305/90 new)
7    Sec. 90. Transferable credit for military courses.
8    (a) In this Section:
9    "Joint Services Transcript" means the synchronized
10transcript for a service member or veteran used by the United
11States Army, Marine Corps, Navy, and Coast Guard.
12    "Service member" means a student enrolled at the University
13who is a member of United States Army, Marine Corps, Navy, or
14Coast Guard.
15    "Veteran" means a student enrolled at the University who
16was a member of the United States Army, Marine Corps, Navy, or
17Coast Guard and who has received an honorable discharge, a
18general discharge, or an other than honorable discharge.
19    (b) The University shall accept for transferable credit
20those military courses listed on a Joint Services Transcript
21that a service member or veteran has completed and that have
22been evaluated by the American Council on Education for the
23subject areas, semester hours, and level of credit indicated on

3    Section 10. The Southern Illinois University Management
4Act is amended by adding Section 75 as follows:
 
5    (110 ILCS 520/75 new)
6    Sec. 75. Transferable credit for military courses.
7    (a) In this Section:
8    "Joint Services Transcript" means the synchronized
9transcript for a service member or veteran used by the United
10States Army, Marine Corps, Navy, and Coast Guard.

17    (a) In this Section:
18    "Joint Services Transcript" means the synchronized
19transcript for a service member or veteran used by the United
20States Army, Marine Corps, Navy, and Coast Guard.
21    "Service member" means a student enrolled at a community
22college who is a member of United States Army, Marine Corps,
23Navy, or Coast Guard.
24    "Veteran" means a student enrolled at a community college

7completed and that have been evaluated by the American Council
8on Education for the subject areas, semester hours, and level
9of credit indicated on the Joint Services Transcript if those
10subject areas are equivalent to what the community college
11offers.
